Background

The Twining Memo is considered one of the most significant early U.S. military documents regarding UFOs. Written by the commanding general of Air Materiel Command, it directly contradicts the common dismissal of flying disc reports. The memo describes objects operating at high speeds and performing evasive maneuvers, and notes that 'the reported operating characteristics such as extreme rates of climb, maneuverability, and actions which must be considered evasive when sighted or contacted by friendly aircraft and radar, lend belief to the possibility that some of the objects are controlled.'
