On January 31, 1949, the FBI San Antonio field office transmitted a confidential memorandum to Director J. Edgar Hoover concerning unidentified aerial phenomena. Originating from the "Protection of Vital Installations" file, the document established that both Army and Air Force officials had placed the "Flying Disc" issue under top secret classification.
The memo emphasized security concerns regarding atomic energy facilities, particularly the installation at Los Alamos, which appeared to attract recurring phenomena. It incorporated earlier observations, specifically referencing a July 1948 incident involving Eastern Airlines crew members who reported a wingless object resembling a rocket vessel traveling at approximately 2,700 MPH.
Most significantly, the memorandum cited additional unidentified objects achieving mean velocities of 27,000 MPH—equivalent to 7.5 miles per second. These figures dwarfed contemporary aviation achievements, as the official speed record at that time stood at merely 670 MPH. The assessment concluded that such performance indicated technology at least fifty years beyond existing human development.
