Background
The Department of Defense published manual 5040.6-M-2 in April 2005, replacing the earlier 2002 version governing visual information materials. This updated edition maintained frameworks for handling photographic documentation while adjusting broader records management procedures. Though eventually rendered obsolete itself, this version represented an intermediate regulatory stage before the complete elimination of UFO-related provisions in 2015.
