DoD: Internal UAP Video Review Initiated

Background
In 2017, the review process for the three now-famous UAP videos began when Luis Elizondo submitted them to the Defense Office of Prepublication and Security Review for internal Department of Defense use. According to documents released later, DOPSR indicated that public release could proceed only if the originating classification authority verified the materials as unclassified after metadata removal. However, internal emails confirmed that no such verification was ever documented, and the Navy never formally authorized public distribution. The process established strict conditions limiting initial sharing to cleared contractors while awaiting naval approval that ultimately never came through official channels.
