CIA: MDR Declassification of 1971 Soviet Space Paper

Following a Mandatory Declassification Review request submitted by The Black Vault in January 2019, the CIA released a less redacted version of the 1971 Kardashev-Sakharov paper in December 2019. The initial release had rendered nearly the entire document unreadable except for one paragraph.

Background

In December 2019, the Central Intelligence Agency partially declassified a 1971 document authored by Soviet scientists N. Kardashev and A. Sakharov following advocacy by the research platform The Black Vault. The paper, addressing speculative concepts of charged mass in space, had been previously released within CIA UFO collections with almost complete redaction, leaving only a single paragraph legible.
