Background
In December 2019, the Central Intelligence Agency partially declassified a 1971 document authored by Soviet scientists N. Kardashev and A. Sakharov following advocacy by the research platform The Black Vault. The paper, addressing speculative concepts of charged mass in space, had been previously released within CIA UFO collections with almost complete redaction, leaving only a single paragraph legible. The Black Vault filed a Mandatory Declassification Review (MDR) in January 2019 to challenge these excessive redactions. The December release represents a significant transparency victory, revealing additional content from a historical scientific document of potential relevance to space phenomena studies.
