Background
Days after Gradisher's confirmation, Greenewald submitted FOIA case DON-NAVY-2019-011490. The new application explicitly cited the Navy spokesperson's prior admission. Despite this additional evidence supporting the existence of records, authorities issued an identical denial. Officials maintained that no responsive documents were located.
