Background
On May 20, 2021, The Black Vault released the complete releasable personnel file of Richard Doty, covering his employment with the New Mexico State Police. The 321-page document archive was secured via an Inspection of Public Records request under state sunshine laws. Doty is a controversial figure within UFO research, previously associated with military counterintelligence operations during the 1970s and 1980s. He allegedly engaged in deception campaigns targeting researchers and witnesses, most notably scientist Paul Bennewitz. The files contain redactions applied by the New Mexico Department of Public Safety prior to release. Journalist Tim McMillan had previously indicated the existence of these records several years earlier, though the complete collection remained inaccessible until this disclosure.
