Background

Following Freedom of Information Act requests initially filed by The Black Vault on August 3, 2021, and resubmitted November 27, 2021, the FBI released investigative materials on October 1, 2025. The disclosure came after nearly four years of processing, during which the Bureau initially withheld all records citing ongoing investigation exemptions. The release comprised one hundred thirty pages from a total of two hundred fifty reviewed, with one hundred twenty pages remaining completely withheld. The documents revealed significant contradictions between initial media portrayals of jetpack incidents and actual pilot testimonies, particularly the China Airlines captain's revised description eliminating human-like characteristics and visible propulsion systems from his observation.
