Background

On April 2, 2025, The Black Vault published previously classified materials obtained through Freedom of Information Act litigation. These records establish concrete connections between the Advanced Aerospace Threat Identification Program and subsequent Pentagon UAP initiatives through the figure of Neill Tipton.

The documents specifically reveal that Tipton, a senior executive within the Office of the Under Secretary of Defense for Intelligence and Security, was designated by Luis Elizondo to assume directorship of AATIP following Elizondo's 2017 departure. Although this transition never occurred, Tipton later contributed significantly to classified UAP briefings and the organizational architecture that produced the Airborne Object Identification and Management Synchronization Group.

This disclosure challenges previous Pentagon denials regarding AATIP's scope and leadership continuity. The archival materials include email correspondence dated October 3, 2017, wherein Elizondo prepared transition documentation for Tipton despite the latter's subsequent withdrawal from the arrangement.
