The Institute of Higher National Defence Studies (IHEDN) is a French government-financed strategic planning agency. In 1996, within its association of veteran auditors, the COMETA committee was formed to conduct an independent study of UFOs, lending institutional credibility to its three-year investigation that resulted in the 1999 COMETA Report.
