Project Second Storey
Project Second Storey was a Canadian government committee established on April 22, 1952, by the Defence Research Board (DRB) to investigate UFO sightings, also known as Project Theta, Flying Saucers, or Second Story. Chaired by Dr. Peter Millman, it included representatives from air/naval intelligence, military operations, and DRB. Key activities involved collecting, cataloguing, and correlating UFO reports, developing standardized sighting forms, and holding meetings while prohibiting public/press contacts. After five meetings over about a year, it concluded evidence did not warrant full investigation, entering indefinite hiatus. Responsibilities later shifted to the National Research Council (NRC) in the late 1960s. It paralleled Project Magnet. No notable achievements beyond bureaucracy; now defunct.
