The Soviet Navy (Voyenno-Morskoy Flot, VMF) was the naval arm of the Soviet Armed Forces from 1918 to 1991. By the Cold War peak, it was the second-largest navy in the world, with four fleets (Northern, Baltic, Black Sea, Pacific) and extensive nuclear-submarine and naval-aviation capabilities. Main shipyards included Severodvinsk, Nikolayev, and Leningrad.

UAP-Related Activity

Soviet Navy vessels accumulated significant records of underwater and surface USO/UAP encounters. Notable cases include the Soviet Arctic icebreaker reports of spherical craft breaking through sea ice with reported navy rules-of-engagement modifications, and the observations by the Soviet Navy ship Volga of nine disc-shaped objects simultaneously. Admiral Nikolai Smirnov and others issued periodic internal directives on USO reporting protocols.

Archives

Russian-language disclosures from former VMF officers — notably Captain Vladimir Azhazha — introduced Western researchers to the Soviet USO record in the late 1980s. Key cases became available through glasnost-era Pravda articles and the SETKA programme. The modern Russian Navy has continued the VMF's reporting infrastructure.
