André Lebeau is a French scientist and former chairman of the Centre National d'Études Spatiales (CNES), France's national space agency. He served as president of CNES, contributing significantly to French space research and policy. In the UAP/UFO field, Lebeau co-authored and wrote the foreword for the influential 1999 COMETA Report, titled 'UFOs and Defense: What Should We Prepare For?'. This 90-page document, produced by the COMETA association chaired by General Denis Letty, analyzed UFO cases over 60 years, focusing on defense implications. It concluded that 5% of well-documented cases with radar data defied conventional explanations, favoring the extraterrestrial hypothesis for incidents like the 1977 Mirage IV and 1994 Air France AF 3532 events. Lebeau emphasized stripping the phenomenon of irrational layers, advocating rigorous scientific inquiry. The report was submitted to French Prime Minister Lionel Jospin, urging international cooperation on UAP threats.
