C.B. Scott Jones, a retired U.S. Navy intelligence officer, served approximately 15 years including as Assistant Naval Attaché in New Delhi and Kathmandu during the 1960s, retiring around 1976 following a parapsychological experience. His UFO interest began with a sighting as a Korean War fighter pilot. From 1985-1991, he worked for Senator Claiborne Pell studying paranormal phenomena. Key achievements include co-founding the Human Potential Foundation in 1989 with Pell, serving as MUFON's international relations consultant from 1989, president of the American Society for Psychical Research, and founding the Center for Applied Anomalous Phenomena. He organized conferences, traveled globally for UFO/parapsychology research with figures like Col. John Alexander, and conducted dolphin telepathy studies. Jones denied knowledge of U.S. government UFO programs despite intelligence ties.
