Cyrus Vance
Cyrus Vance (1917–2002) was an American lawyer and diplomat who served as the 57th United States Secretary of State under President Jimmy Carter from 1977 to 1980, playing a central role in foreign policy matters including the Panama Canal treaties, the normalization of relations with China, and negotiations regarding the Strategic Arms Limitation Talks (SALT II). Despite President Carter's well-documented personal interest in unidentified flying objects—stemming from his own 1969 sighting in Georgia—Vance himself has no recorded involvement in or public commentary regarding UFOs, UAPs, or government investigations into unexplained aerial phenomena. His tenure was dominated by geopolitical crises such as the Iranian Revolution and the Soviet invasion of Afghanistan, culminating in his resignation in April 1980 to protest the failed Operation Eagle Claw rescue mission for American hostages in Iran.
