George F. Schulgen was a U.S. Army Air Force officer who served as Chief of the Air Intelligence Requirements Division at the Pentagon during the early Cold War era. In this capacity, he played a significant role in the U.S. military's initial response to UFO reports in 1947. Schulgen commissioned General Nathan Farragut Twining to prepare a classified memorandum assessing UFO sightings, which Twining completed on September 23, 1947, concluding that UFOs were real phenomena with capabilities exceeding contemporary U.S. technology. Schulgen's role was instrumental in establishing the framework for official Air Force UFO investigations, including Project Sign, which represented one of the earliest government studies to seriously consider extraterrestrial explanations for UFO reports.
