James Cartwright was a witness to the US Navy downing the USA-193 satellite in the Pacific Ocean on February 21, 2008. He was a retired United States Marine Corps general who last served as the eighth vice chairman of the Joint Chiefs of Staff from August 31, 2007, to August 3, 2011. He previously served as Commander, U.S. Strategic Command from September 1, 2004, to August 10, 2007. He was born September 22, 1949, in Rockford, Illinois. He was commissioned a second lieutenant in the U.S. Marine Corps in November 1971. He was promoted to full general on September 1, 2004. He was nicknamed "Hoss." In 2016 he pleaded guilty to lying to the FBI regarding an investigation into leaked classified information, and was pardoned by President Barack Obama on January 17, 2017.
