John E. Moss

John E. Moss (1915-1997) was an American Congressman from California who authored the Freedom of Information Act (FOIA) of 1966, a landmark law enabling public access to government records, including those related to UFOs and military programs. Serving in the House from 1953 to 1979, Moss chaired the Government Operations Subcommittee on Government Information, driving FOIA despite opposition from agencies like the FBI, which maintained a thick file on him. His legislation empowered over 1 million annual requests, with notable UFO inquiries to the NSA (117 in 1998) and EPA. Moss used FOIA to seek his own FBI and CIA files in 1975. No direct involvement in UAP research or testimony is documented, but FOIA transformed UFO disclosure efforts.
