Milton William 'Bill' Cooper (May 6, 1943 – November 5, 2001) was an American conspiracy theorist, author, and radio broadcaster. A U.S. Navy veteran who served in naval intelligence during and after the Vietnam War, he claimed to have accessed classified documents detailing government pacts with extraterrestrials. In 1988, Cooper entered ufology via ParaNet, alleging sightings of massive underwater craft aboard USS Tiru in 1966 and secret Eisenhower-era deals managed by Illuminati. Influenced by John Lear, he co-authored a 1989 'indictment' against the U.S. government for concealing aliens. His seminal 1991 book Behold a Pale Horse detailed UFO conspiracies, secret governments, and alien manipulations via societies and diseases like HIV/AIDS. Cooper later distanced from UFO circles, accusing associates of disinformation, and hosted The Hour of the Time. He was killed in a 2001 shootout with police.
