Quentin Fogarty was an Australian television reporter from Channel O in Melbourne. While holidaying in New Zealand, he organized coverage of earlier UAP sightings and joined a newspaper delivery flight aboard the Argosy freight plane, aiming to film a documentary about previous UAP sightings along the same route. Fogarty was aboard the Argosy freight plane during the Kaikoura Lights incident on December 30-31, 1978, when the flight traveled from Wellington to Christchurch and back. During this flight, light phenomena appeared, and he observed and documented the luminous objects in the skies above Kaikoura.

His cameraman David Crockett captured the luminous objects on 16mm color movie film. This footage provided key visual evidence of the Kaikoura Lights, and the incident became one of the most well-documented UAP sightings.
