Richard F. Haines, Ph.D., is an American scientist and retired NASA research scientist who spent 37 years at NASA Ames Research Center studying human factors in aviation. He founded the National Aviation Reporting Center on Anomalous Phenomena (NARCAP) in 2000, a research organization dedicated to studying unidentified aerial phenomena (UAP) affecting aviation safety. Haines has documented over 3,400 pilot UAP sighting reports and authored numerous papers and books on the subject, including 'Project Delta' and 'CE-5'.
