Rocky Wiggins

Alexandro C. Wiggins is a U.S. Navy Senior Chief Petty Officer with 23 years of service. On September 9, 2025, he made history as the first active-duty military officer to testify before Congress about a UAP encounter, speaking in a personal capacity at a House Oversight Committee hearing. While serving aboard the USS Jackson in 2023, Wiggins observed a self-luminous Tic Tac-shaped object emerge from the ocean, link up with three similar objects, and vanish with high synchronized acceleration, detected on multiple sensors including radar, without sonic boom or conventional propulsion. He emphasized it was inconsistent with known aircraft or drones. Wiggins urged Congress to standardize sensors, enhance training, protect witnesses, and create de-stigmatized reporting channels to safeguard sailors' careers and improve data collection for safety and intelligence.
