Roscoe Henry Hillenkoetter (May 8, 1897–June 18, 1982) was an American naval officer and intelligence leader. A U.S. Naval Academy graduate (class of 1919/1920), he served in intelligence roles during WWII, was wounded at Pearl Harbor, commanded the USS Missouri post-war, and became the first Director of the Central Intelligence Agency (CIA) from May 1947 to October 1950 under President Truman. After retiring as Vice Admiral in 1957, he joined the National Investigations Committee on Aerial Phenomena (NICAP) board from 1957 to 1962, advocating for UFO investigations. He provided classified testimony to Congress on UFOs, stating they posed a vital aviation security risk and involved advanced aerial phenomena beyond U.S. knowledge, as alleged by Rep. Howard Buffett. Buried at Arlington National Cemetery.
