William Colby
William Colby (1920-1996) was an American intelligence officer who served as Director of Central Intelligence (DCI) from 1973 to 1976. A key figure in U.S. covert operations during the Vietnam War as CIA station chief in Saigon, he oversaw the Phoenix Program. In the context of UAP/UFO research, a CIA FOIA document records a memo from Colby, then Deputy Director for Plans, to William Bundy, Assistant Secretary of State, listed alongside UFO-related entries, suggesting early involvement in UFO matters during the 1960s amid CIA's documented efforts to manage public UFO perceptions, including the 1953 Robertson Panel.
