Frank Williams was a farmer who witnessed a significant UFO encounter during the Levelland UFO case on November 2-3, 1957, in Levelland, Texas. Around 12:15 a.m., while driving, he approached a brightly glowing object sitting in the road, causing his car's lights to go out and engine to stop. The object departed, restoring his vehicle. This was one of 15 reports that night, investigated by local police and the Air Force, who attributed sightings to ball lightning from thunderstorms. Williams' testimony contributed to the case's prominence in UFO history as a classic multiple-witness electromagnetic effect incident. No further UAP research role or publications by him are documented.
