The initiative was established at a maximum-security facility within Area 25 of the Nevada Test Site, marking a significant classified aerospace program during the Cold War era.

Leadership and Initial Vision The project was directed by Ted Taylor of General Atomics and theoretical physicist Freeman Dyson. The original conception focused on constructing a 16-story spacecraft capable of transporting 150 crew members on crewed missions to Mars and return voyages.

Military Transformation Following initial development, the Advanced Research Projects Agency (ARPA) and the United States Air Force assumed control of the program. The military branches subsequently redesigned the spacecraft concept into a space-based weapons platform capable of launching nuclear missiles from orbital positions.
