Background
In late 1993, Director of Central Intelligence R. James Woolsey ordered a comprehensive review of all CIA files related to unidentified flying objects. This action responded to sustained pressure from UFO researchers and organizations demanding greater transparency regarding Agency involvement in UFO investigations. The review utilized historical records to trace CIA interest in the phenomenon from the late 1940s through 1990. While the examination confirmed limited Agency attention to UFOs after the early 1950s, it resulted in the declassification and release of significant historical documents, including the study by Gerald Haines that revealed the extent of early CIA involvement.
