R. James Woolsey served as Director of Central Intelligence (DCI) during the early 1990s. In late 1993, after facing pressure from UFOlogists and the public for the release of additional CIA information on UFOs, Woolsey ordered a comprehensive review of all Agency files on unidentified flying objects. This review, which examined CIA interest and involvement in the UFO controversy from the late 1940s to 1990, resulted in a detailed historical study that traced the Agency's efforts to investigate UFO sightings, its programs that impacted UFO reports, and its attempts to conceal CIA involvement in the UFO issue. Woolsey's decision to authorize this review represented a significant step toward transparency regarding government UFO research.
