Background
In September 1997, the Office of the Assistant Secretary of Defense released the Halt Memo to The Black Vault through Freedom of Information Act Case 97-F-1677. Although the document had been previously released to other researchers, this dissemination made the official Air Force documentation of the Rendlesham Forest incident widely accessible to the public through the FOIA process.
