Background

On August 16, 2019, the Department of Defense processed a FOIA request submitted by John Greenewald of The Black Vault in March 2018. The release included the official DD Form 1910 used to clear three UFO videos for public release. Unlike the previously leaked version published by George Knapp, this official copy contained Luis Elizondo's name unredacted, confirming his involvement in the release process. The documents showed that the videos were cleared through the Defense Office of Prepublication and Security Review (DOPSR). However, the form's Section 7, which requires certification by a government employee with authority to communicate departmental policy, was found to be blank.
