In December 2020, President Trump signed the second Covid relief bill into law, which included historic UAP language requiring the Director of National Intelligence to submit an unclassified public report on UAP within 180 days. Senator Marco Rubio was the chief sponsor of the UAP provision.
The language in Senate Report 116-233 was largely drafted by Chris Mellon. It was the first time since the 1960s that Congress instructed the DoD to take formal action on UAP, representing a historic breakthrough in legislative engagement with the phenomenon.
