Background
In April 2021, the DoD released its first response to FOIA case 20-F-1095, providing only 12 pages of documents. This initial disclosure suggested responsive records were limited to Susan Gough's subscription to a private distribution list. The release revealed subscriber names with fewer redactions than subsequent disclosures. The perceived inadequacy of this response prompted an administrative appeal, ultimately leading to a comprehensive 264-page release four years later.
