Background

On July 3, 2025, the Department of Defense finalized the release of documents under case number 23-F-0711. The Black Vault had filed the request in January 2023 after public claims emerged about collaboration between the All-domain Anomaly Resolution Office and Enigma Labs. The released materials comprise approximately 50 pages of email correspondence and internal communications. However, the majority of content was redacted pursuant to FOIA exemptions (b)(5) and (b)(6), which protect deliberative process communications and personal privacy. Unredacted portions reveal that multiple virtual and in-person meetings took place between AARO personnel, including then-Director Dr. Sean Kirkpatrick, and representatives of Enigma Labs. Discussions reportedly centered on technical capabilities, data collection platforms, and potential public-private partnerships regarding UAP analytics. Enigma Labs' internal structure was partially disclosed, indicating a team of 20 engineers and data scientists with security clearances. The company has publicly denied any formal government partnership despite these documented interactions.
