Charles P. Cabell

Charles P. Cabell (1903-1971) was an American Air Force Major General who served as Director of Intelligence. He established Project GRUDGE in 1949 to review UFO reports, which evolved into Project BLUE BOOK in late 1951 or early 1952 amid rising sightings and Cold War tensions. BLUE BOOK, based at Wright-Patterson AFB, was the USAF's longest-running UFO investigation (1952-1969), led initially by Capt. Edward J. Ruppelt, aiming to assess national security threats and analyze data scientifically. Dissatisfied with prior efforts like Project Sign and GRUDGE, Cabell relaunched systematic study of UFO phenomena.
