Frances Emma Barwood
Frances Emma Barwood, born January 13, 1944, in Ridgewood, Queens, New York, is an American former politician who served as Phoenix City Councilwoman and Vice Mayor. She gained prominence in UAP research for demanding an official investigation into the 1997 Phoenix Lights, a massive V-shaped UFO sighted by thousands over Arizona, after her office received over 700 reports. Unlike other officials, Barwood persistently sought answers from military authorities, including writing to Senator John McCain, despite ridicule, smear campaigns, and political backlash that contributed to her losing her council seat. She ran for Arizona Secretary of State in 1998, campaigning on government transparency including UFO disclosures. Barwood chairs the Environment and Natural Resources Subcommittee and served on other Phoenix committees. She plans to publish two books on the Phoenix Lights and government cover-ups.
