Jean-Jacques Velasco
Jean-Jacques Velasco began his career at the French space agency CNES in 1977 as an engineer in satellite development. Six years later, he was placed in charge of France's official UFO investigation program.
Velasco directed France's official UFO investigation program for 21 years (1983-2004), overseeing both GEPAN (Groupe d'Études des Phénomènes Aérospatiaux Non-identifiés) and its successor SEPRA within CNES.
- Developed rigorous scientific methodologies for investigating unidentified aerospace phenomena
- Created a unique database of 150 aeronautical UAP cases dating back to 1951
- Investigated landmark cases including the Trans-en-Provence landing (1981) and the Air France Flight 3532 encounter (1994)

After leaving his position in 2004, Velasco concluded that the physical nature of UFOs has been proven. He developed a working hypothesis correlating well-documented UFO reports with nuclear weapons tests in the decades after World War II, proposing that extraterrestrial probes may be monitoring human nuclear activity.
