Peter M. Millman (1906-1990) was a Canadian astronomer who served as chairman of Project Second Storey, a 1952-1954 Canadian government committee assessing UFOs, involving military intelligence and DRB representatives. At the NRC Dominion Astrophysical Observatory and later Herzberg Institute, he investigated public UFO reports, attributing most to meteors, stars, planets, or optical illusions via the 'Non-Meteoric Sightings' file. Millman acknowledged unexplained cases, recommending standardized international reporting. He analyzed Falcon Lake Incident debris in 1967, identifying it as 95% silver with slight radioactivity, likely hoaxed. Key publication: 'Seven Maxims of UFOs' (1975).
