Willis H. Ware (1920–unknown) was an American computer scientist and security expert who served on the USAF Scientific Advisory Board's Ad Hoc Committee on Unidentified Flying Objects in 1966. Born August 31, 1920, Ware earned a BSEE from the University of Pennsylvania (1941) and an SM in EE from MIT (1942). After classified radar work during WWII, he received his Ph.D. in EE from Princeton University (1951) while working at the Institute for Advanced Studies. He joined RAND Corporation in 1952, where he spent 40+ years advancing to senior leadership as chairman of the Computer Science Department. Ware chaired the influential 1967 'Ware Report' on computer security for ARPA and served as the first chairman of the Information System and Privacy Advisory Board (1987–1998). His involvement in the O'Brien Committee represented his broader service on numerous military and intelligence advisory boards.
