American UFO researcher and FOIA activist. Co-authored 'Clear Intent' (later retitled 'The UFO Cover-Up') with Barry Greenwood in 1984, one of the most important books documenting the U.S. government's secret UFO investigations through declassified documents obtained via the Freedom of Information Act.
