Tim Phillips
Tim Phillips is a U.S. government official who served as Acting Director of the All-domain Anomaly Resolution Office (AARO) within the Office of the Secretary of Defense. He assumed the acting director role following Sean Kirkpatrick's departure in late 2023 and served during the hiring process for a permanent director. Phillips oversaw AARO's comprehensive government-wide review of classified and unclassified records related to UAP incidents, described as the most extensive review ever conducted. He has publicly presented AARO's findings, including the conclusion that no empirical evidence has been discovered indicating UAP sightings represent off-world technology or unreported classified programs. Phillips has also discussed his personal experience witnessing an unidentified object during military service that was later identified as a classified F-117 Nighthawk stealth aircraft test, which he used to illustrate how advanced technology can appear anomalous to witnesses. He has advocated for developing new UAP detection technology, including the portable real-time sensor system known as Gremlin.
