Carter was perceived as a Washington outsider, but he had help getting to
the White House. That help was named David Rockefeller, one of the
richest and most powerful men in the world. ccxxix It was joked that, for
Rockefeller, becoming U.S. President would be a demotion. ccxxx
Rockefeller’s power was such that, in 1976 when Australian President
Malcolm Fraser visited the United States, Fraser met with Rockefeller
before meeting President Gerald Ford. ccxxxi In the year 1973 alone,
Rockefeller met with 27 heads of state, including the leaders of the Soviet
Union and Communist China. ccxxxii He was a dedicated internationalist, a
longtime Chairman of the Council on Foreign Relations, and had been a
leading force of the Bilderberg Group since its inception in 1954. Both
groups, however, had developed shortcomings: the Bilderberg Group lacked
Asian members, while the CFR had been divided over U.S. policy in
Vietnam. Rockefeller wanted a better instrument to manage the
international realities of the day, and he certainly did not want it to be the
highly public United Nations. For a “unified world polity,” one needed free
market forces that transcended national boundaries. The world had become
inextricably interconnected, America’s relative power was waning, and it
could not by itself be the military policeman of the world. ccxxxiii
Columbia University professor Zbigniew Brzezinski had meanwhile called
for a “community of developed nations,” one which would include the
Atlantic states (e.g. North America and Western Europe), “the more
advanced European communist states,” and Japan. Such a community could
be an elite policy-planning group of the advanced capitalist nations. ccxxxiv
Rockefeller liked this idea, and under his initiative this became the
Trilateral Commission in 1973, with Brzezinski as its first Chairman.
