Background
Following a congressional request by Representative Steven Schiff, the General Accounting Office initiated a records search. The subsequent Air Force report concluded that the debris came from Project MOGUL, a classified balloon-borne research initiative. Investigators also traced reports of alien bodies to misidentifications of military accidents involving parachute dummies and injured personnel. The 245-page document aimed to address persistent conspiracy theories. It represented the government's final attempt to provide a conventional explanation for the legendary incident.
