On August 21, 2020, USSTRATCOM finalized a second Top Secret activity report confirming that Admiral Charles Richard and senior staff received a classified UAP briefing. This occurred seventeen days after official UAPTF establishment, yet revealed ongoing inter-agency coordination previously unknown to the public. The report was addressed to Vice Admiral Matthew Kohler among others. Together with the July document, these records demonstrate sustained high-level military interest in aerial phenomena during mid-2020.
