Raymond Duvall is a prominent political scientist at the University of Minnesota, where he serves as Professor and Chair of the Department of Political Science and holds the title of Morse-Alumni Distinguished Teaching Professor of Political Science. He has also served as the former interim dean of the College of Liberal Arts and currently holds affiliations as a professor in Gender, Women, and Sexuality Studies and as acting director of the Interdisciplinary Center for the Study of Global Change.

Duvall has engaged with UFO topics through scholarly analysis, co-authoring "Sovereignty and the UFO" with Alexander Wendt, which was published in Political Theory in 2008. This work analyzes the political-philosophical roots of the UFO taboo.

His research spans international relations and critical theory, focusing on international relations theory, global governance, and critical political economy. His publications include Power in Global Governance (2005, co-edited with Michael Barnett) and Cultures of Insecurity (1999, co-edited with Jutta Weldes et al.), along with articles in the American Political Science Review, International Organization, and other scholarly journals. His current research addresses war without humans and territorial state sovereignty.

Duvall has received numerous accolades for his work, including the Distinguished Scholar Award from the International Studies Association in 2015, the Grain of Sand Award from the American Political Science Association in 2010, and the Distinguished Teachers Graduate and Professional Award in 2000.
