Background
SETKA was the Soviet Union's classified UFO research program established in 1978 following the Petrozavodsk phenomenon. The program investigated anomalous atmospheric and space phenomena across the USSR.
- Two parallel branches: SETKA-AN (Academy of Sciences, civilian) and SETKA-MO (Ministry of Defence, military)
- Led by Colonel Boris Sokolov and physicist Vladimir Mulin, with Dr. Uli Platov as deputy coordinator
- Operated for 13 years (1978β1991)
- Collected approximately 3,000 reports from over 300 unusual phenomena
UAP Involvement
The program systematically documented and investigated military UFO encounters and anomalous phenomena throughout the USSR.
- Examined cases of unidentified objects near sensitive military installations
- Analyzed physical measurements, radiolocation reports, and meteorological data
- Program participants acknowledged that extraterrestrial explanations "did not arouse much enthusiasm, but it would be wrong to exclude it completely from consideration"
Dissolution
The SETKA program was dissolved around 1991 with the fall of the Soviet Union.
