Background

In 2009, Luis Elizondo attended his first dinner meeting with members of the AAWSAP (Advanced Aerospace Weapon System Applications Program) team at a restaurant in Rosslyn, Virginia. Present were Robert Bigelow, Hal Puthoff, Brazilian General Uchoa, James Lacatski, Jay Stratton, and other programme participants. The meeting marked Elizondo's formal introduction to the US government UAP research apparatus.

The Meeting

The dinner took place shortly after Elizondo had been approached by Lacatski and Stratton about joining the DIA-managed programme. Bigelow, whose company Bigelow Aerospace was the prime AAWSAP contractor, hosted the evening. Puthoff provided the scientific orientation, and General Uchoa represented the Brazilian side of the international knowledge-sharing approach that AAWSAP had begun exploring.

Significance

Elizondo describes the dinner in Imminent (2024) as the moment he realised the programme's genuine depth. It also marked the beginning of his multi-year collaboration with Puthoff and Bigelow, a partnership that eventually produced the AATIP operation (2010-2017), the release of the Navy videos, and the modern disclosure cycle that began with the 2017 New York Times article.
