The Executive Office of the President (EOP) consists of the offices and agencies that support the work of the President of the United States. Established in 1939 under President Franklin D. Roosevelt, the EOP includes the White House Office, the National Security Council, the Office of Management and Budget, the Office of Science and Technology Policy (OSTP), and numerous other advisory and coordinating bodies.

UAP-Related Role

The EOP has engaged with UAP matters at various points. During the Carter administration (1977-1981), OSTP Director Frank Press corresponded with NASA Administrator Robert Frosch on a proposed UAP science panel (which NASA ultimately declined). During the Clinton administration, White House Chief of Staff John Podesta publicly advocated for greater UAP transparency. The National Security Council has received AATIP briefings under multiple administrations, and since 2022 OSTP has coordinated with AARO on inter-agency UAP policy.

Significance

EOP engagement signals when UAP becomes a political-executive-level concern rather than merely a Pentagon or intelligence-community matter. Presidential-level statements โ€” Truman's 1947, Carter's 1969 sighting and 1977 directive, Clinton's Roswell comments, Obama's late-term acknowledgements, and Trump-era signals โ€” have shaped the trajectory of US public UAP engagement.
